Donna Vincent Roa, PhD, ABC

Former Environmental Protection Agency Science Communication Director and Rockville-based entrepreneur Donna Vincent Roa has been appointed as a Commissioner to the City of Rockville Environment Commission.

Rockville's Mayor and Council confirmed at a recent council meeting the appointment of Dr. Roa, who is the Managing Partner & Chief Strategist of Rockville, Maryland-based Vincent Roa Group, LLC, a company that provides executives with strategic communication, brand management, and public relations services in the green sector.

The Environment Commission recommends policies and programs related to the City's Environment, and helps promote sustainable practices for natural resource management, energy conservation, pollution control, and public education.

"I am pleased to serve the City of Rockville's sustainability and environmental efforts and honored to join this impressive and proactive group. I have a special interest in working on the Commission's public communication portfolio to ensure that it supports the City's goals and leads to favorable environmental impact," said Dr. Roa.

"The Commission plays a key role in engaging residents and businesses to support Rockville's goal of being one of, if not the most, environmentally-friendly city in the nation," she added.

Dr. Roa is accredited by the International Association of Business Communicators and is a winner of the IABC/DC "Best of the Best" Award. Organizations recognize Roa as "business communication process expert" and hire her to re-engineer the way they communicate.

Most recently, Dr. Roa worked as Public Affairs Director and Director of Science Communication at the EPA's Office of Research and Development, where she wrote the award-winning Visual Identity (Brand) Guidelines. She also manages http://www.purpleponywebsites.com, a web design and development division that helps small- and medium-sized businesses to expand their operations using the Internet.

Dr. Roa graduated from the University of Southern Mississippi, Hattiesburg, Miss., with a PhD in communication. She was a Rotary Scholar in Hull, England where she studied in the Theatre and Media Production MA program at Hull University. She also has a BS degree in General Studies (Journalism, Speech, and English) from Louisiana State University and Agricultural and Mechanical College, Baton Rouge, LA. She and her husband, Victor Roa who works as a Master Hair Designer at Studio 355 (www.victorroa.com), live in Rockville with their two children.
