Jefferson B. Seabright will join Texaco in the newly created position of Vice President, Policy Planning effective May 15, it was announced today by Texaco Chairman and CEO Peter I. Bijur. Seabright currently serves as Executive Director of the White House Climate Change Task Force in the Executive Office of the President, where he is responsible for the development of Administration policy and programs to address global climate change.

In his new role, Seabright will be responsible for working with internal and external stakeholders to develop strategic initiatives on key public policy and corporate governance issues. Working with the company's business units, he will also assist in the design of effective implementation mechanisms for these strategies. Reporting directly to the Chairman, Seabright will chair Texaco's Issues Council.

"In this era of globalization, public policy issues must be addressed on a global basis. With the complexities of our business, it is essential that we have a central resource within the Corporate Center that can effectively assess the impact and response to public policy issues and political trends," Bijur said. "Jeff Seabright possesses the experience, intellect and leadership qualities that are required to manage this strategic function."

Seabright was graduated from Oberlin College in 1977 with a bachelor of arts degree in philosophy. He went on to earn a master of science degree in international relations from the London School of Economics & Political Science in 1978. He joined Booz, Allen & Hamilton the following year as Special Assistant to the Director of the Strategic Studies Group in the Defense Technology Division. From 1981 to 1985, Seabright served as a Foreign Service Officer on special assignment to NATO in Brussels, working on defense policy and arms control issues.

In 1985, Seabright returned to Washington, D.C., as a Legislative Assistant in the office of U.S. Senator John D. Rockefeller IV, focusing on foreign policy and defense matters. He joined the Office of U.S. Senator Timothy E. Wirth as a Legislative Assistant in 1988, adding environmental issues to his portfolio of expertise. Seabright moved to the U.S. Agency for International Development in 1993 where, as Special Assistant in the Office of the Administrator, he was responsible for leading the review of U.S. development assistance with specific emphasis on environmental and trade policies. He was appointed Director of the Agency's Office of Energy, Environment & Technology the following year. In this role, Seabright directed U.S. assistance programs in energy and environment in Asia, Africa and Latin America. He was appointed to his current assignment in the White House in 1999.

Seabright will relocate to Texaco's Corporate Center in White Plains.
