Powerspan Corp., an emerging energy technology company, has entered into partnership agreements with Cinergy Corp. and Allegheny Energy Supply, the generating subsidiary of Allegheny Energy, Inc., under their ECO Development Partner Program. ECOTM technology, or Electro-Catalytic Oxidation(TM), is a patented multi-pollutant control technology designed to reduce smokestack emissions from coal-fired power plants that contribute to ozone production, regional haze, and acid rain.

The ECO Development Partner Program allows electricity-generating companies to participate in the development of ECO technology through quarterly meetings, information updates, and first-hand observations of the pilot test and commercial demonstration units. Under the agreement, the development partners have preferred rights to reserve capacity for ECO installations. Powerspan will provide dedicated staff to work with Cinergy and Allegheny Energy Supply and will assist in integrating ECO technology into their air compliance strategies.

The ECO partnership agreement, according to Frank R. Alix, Powerspan's chairman and CEO, benefits the partners as well as the power generation industry in general. "The power generating industry faces numerous air emission compliance challenges which can best be met by innovative, multi-pollutant approaches," said Alix. "The ECO Partner Program allows us to dedicate resources to align ECO performance capabilities with the needs of Cinergy's and Allegheny's generating fleets."

Powerspan's ECO technology is being pilot tested at FirstEnergy Corp.'s R.E. Burger Plant near Shadyside, Ohio. Test results show significant reductions of nitrogen oxides, sulfur dioxide, mercury, fine particulate matter, and other air toxic emissions. Reductions in these air pollutants usually require multiple control systems, but Powerspan's ECO system is a single, cost-effective solution that can be installed in the existing power plant structure. Construction on an $11.9 million ECO commercial demonstration unit will soon be underway at FirstEnergy's Eastlake Plant near Cleveland, Ohio. The project is being co-funded by a $3.5 million grant from the Ohio Coal Development Office within the Ohio Department of Development.
