CRS Releases New White Paper on Energy Savings Certificates
(CSRwire) SAN FRANCISCO, CA - May 29, 2007- The Center for Resource Solutions (CRS)
announced today the release of a white paper entitled "The Potential for
Energy Savings Certificates (ESC) as a Major Tool in Greenhouse Gas
Reduction Programs." The paper, an investigation of ESCs (also called
"white tags") was funded by the Henry P. Kendall Foundation and
co-authored by Dr. Jan Hamrin, Dr. Ed Vine, and Amber Sharick.
The paper examines the status of energy savings certificates in Europe and
the United States and assesses their potential use to help fight global
climate change by stimulating increased energy efficiency. While energy
efficiency measures have been touted as a critical component for
greenhouse gas reduction for years, this report is the first investigation
of the potential for ESCs to help boost energy efficiency's contribution to
climate change mitigation.
"This is a good piece of work and very timely in terms of the interest
which Congress, advocates and many states have in pursuing energy
efficiency/climate solutions," said Rob Pratt, senior vice
president-Climate Change/Energy, Henry P. Kendall Foundation. The report
concludes with a "roadmap" that lays out the issues and possible solutions
for implementing energy savings certificates as a tool to support: national
energy efficiency programs, energy savings portfolio standards, and as a
tool for attracting financing for hard to reach energy efficiency
